Another form of videoconferencing - video consultation was done accidentally last week. At the end of the semester when course work completed and ongoing evaluations are shaped our colleague O. Marinov, had broken his leg and was in hospital. His students were waiting for him impatiently. The problem was resolved from the hospital ISUL directly organized videoconsultation - and attractive and beneficial. St



Videoconferencing is an information-communication technology, which gives to the participating in the information transfer parties an opportunity to connect and interact within the framework of the ongoing processes while taking part in a multidirectional communication. It has a serious application in administrative management processes. In the public and business administration, this technology enables:

· Customers of services from around the world to carry out a direct contact with public, private and social institutions as well as to partake in various activities (seminars, deliberations and courses for qualification improvement) from remote and isolated places.

· Staff members from different departments and institutions are given the opportunity to get into contact and interact with each other with high speed and security of the connection while provided the possibility to communicate, analyse and share both information and ideas between each other.

· The external subjects (clients) of the organisations in the public and private sector are given the opportunity to visit and interact with persons in charge of the various organisational units of the institutions and business offices that interested them without the need to leave their position.


Vertical approach

- The staff members of a specific department (subdivision, regional department, municipality etc.) keep in touch and exchange two-way information with a higher in the hierarchy organisational unit (ministry, state agency, corporative managing body etc.) or a person (minister, regional governor, head of division, head of department, company president etc.)

- Organising of a teleconference – an activity initiated from the top downwards which is held in real time by means of a telecommunication equipment and Internet connection which can be realised and included both audio as well as video communication.

Horizontal approach

- Staff members of specific department exchange information among themselves and work together within the administrative process without restraints of their geographical location.

- Members of one department in the public or business administration can observe the work in another unit from the same level with similar or the same function with the aim of accumulating and sharing of experience without interruption of the working process.

- Organising of internal meetings – when the personnel are not in the office of the administrative department.

- Shedding some light on public procedures and popularisation of anti-corrupt practices when working with public and social procurements, managerial and legislative assemblies of public and private organisations.

- For recruitment – interviewing of potential candidates.

- Organising of teleseminars, consultations and the like.

Videoconferencing system under the conditions of heterogeneous mobile networks

Videoconferencing systems with heterogeneous mobile networks can be used for:

- written correspondence in close succession

- synchronous or asynchronous consultations through the Internet

- telecourses (or through telecasting) broadcasted over the radio or on the television

- instructions recorded on digital media (CD-ROM/DVD etc.)

- instructions with remote control access (PocketPC/Smartphone etc.)

- integrated activities for remote conferencing – integration of life sessions with organiser for a group of team members on a given task or field.





The videoconferencing systems give basic advantages such as:

- Secured access: the distance interaction enables that both the information and the activities reach to a wider group of staff members and correspondents who at the moment are prevented from being physically present on these events

- Catering for a wider group of clients.

- Adoption of new technologies and medium: the public and business institutions could have adapted the distance interaction as a means of reacting to the ups and downs of the market situation by reducing the number of unavoidable business trips.

- Widening the possibilities of E-governance, namely:

  • Increasing of its effectiveness by reducing the number of trips – enables that the business travels can be decreased and even avoided which leads to cuts in the costs of transportation, increase of productivity of the labour through lessening of the regulated business absences, decreasing in the amount of the materials needed, communication at regular intervals with wider group of participants is achieved, the waste of time is diminished.

  • Convenience and flexibility for both those employed and the clients – the employees and the clients are not restricted from fixed dates and hours like in the regular working process which is confined to a certain working time and with the necessity of physical presence.
