1.The full text of the papers should not be longer than 6 pages, including figures and tables.

3.All papers sent before the deadline and fulfilling the scientific field and typescript formation conditions will be published after being positive reviewed by the international committee.

4.The full text of the typescript formation requirements will be published in http://fman.tu-sofia.bg till 10 march 2010.

5.Each author can participate with a maximum of two papers, whether alone or as a co-author.

6.Presentation and discussion of a paper is 15 minutes. The necessary technical equipment is available.

7.Working languages: English, Russian and Bulgarian.

8.One copy of conference proceeding is provided for each presented paper.


· February 10, 2010 - Submission of the application form;

· March 10, 2010 – Acceptance by the organizing committee of the application form;

· April 10, 2010 - Submission of the full text of the papers, in compliance with the requirements;

· May 10, 2010 - Sending of the Conference program;

· May 30, 2010 – Submission of the registration form

· June 20 - 21, 2010 - Registration of the participants in the Sozopol Holiday station of TU-Sofia;

· June 21, 2010 - Plenary session, sectional sessions and scientific discussions;

· June 22-23, 2010 - Sectional sessions, scientific discussions; seminars, video conferencing and final session.


1. Education in e-Governance

The development of sustainable "e-Governance" and business covers a wide range of challenges to their management and respectively in this area training.

E-government affects the contemporary information society leading to multiple positive social and economic outcomes. It focuses on the benefits of using information and communication technologies and to achieve sustainable economic development and democratization of society. The scientific research in these areas generate knowledge that should be included directly in the learning process.

The main objective of this thematic area is to build a variety of perspectives, methods and tools for integrating research and teaching. There will be suggestions and experiences and to disseminate research results through the educational process. It will be held discussion sessions, educational seminars for young scientists and video conferencing.

2. E-Governance in Business

E-governance represents the introduction of a great wave of technological innovation as well as government reinvention.

The synergy effect is derived from lower administrative costs and faster response to business demands. A big advantage of e-Governance is the accuracy of the information generated in real time and transparent access to electronic services.

E-Governance is closely linked to and strongly influenced the business evaluation, its sertification, modeling and integration including clasters arise and development. It is crucial to improving the quality of administrative services for business at all levels, stages and phases. It also includes expansion of the place, time and availability of business infrastructure and services.

All ideas and proposals in this area, which will be presented during the conference work, are well come.



E-Governance in Public Administration

The invasion of the information communication technologies (ICT) as well as in administrative management practices and in shaping the institutional environment is necessary to keep vital systems of governance in a globalizing economy. On-line management has an important role for active participation of citizens in all processes of society.

E-governance can reach higher government effectiveness at all levels (central and local), more convenient government services, greater public access to information and more accountability to citizens through the use of ICT. It is a tool for citizens in the direction of higher activity and their role in the development of democratic processes.

It is expected that the papers and discussions in this area will impact on social development and quality of public administration. Information and knowledge for “good governance” are well come also.

4. Discussion forum – national and international network of e-Governance

It is expected that research results related to e-Governance will contribute to the coherence of such initiatives in various national and international network.

Networking in conjunction with the e-Governance requires the presentation of separate development and expansion of contacts in thematic, national, regional and international levels and linking them into research groups. The main objective of such cooperation is the exchange of information and knowledge, and ultimately leads to higher efficiency of the research process.

Integration of research groups working in this area affects the overall policy by sharing experience, training, leading to sustainability of results and is meant for "good governance".
