1. The full text of the papers should not be longer than 8 pages, including figures and tables.

3. All papers sent before the deadline and fulfilling the scientific field and editorial guidelines requirements will be published after being positive reviewed by the international committee.

4. The full text of the editorial guidelines is published on http://fman.tu-sofia.bg

5. Presentation and discussion of a paper is 15 minutes. Paper might be presented mandatory on site or on line.

6. Working languages: English, Russian and Bulgarian.

7. One copy of conference proceeding will be provided for each presented paper.

8. Selected expanded papers in English will be published in an e-Library with citation index.

IMPORTANT DEADLINES

· April 02, 2020 – Application forms submission;

· April 06, 2020 – Acceptance notification to authors;

· May 13, 2020 – Full paper submission in compliance with editorial guidelines requirements;

· May 27, 2020 – Publishing the Conference program with accepted papers;

· June 04, 2020 – Submission of the registration forms;

· June 13, 2020 – Registration of the participants in the Sozopol Rest Home of TU-Sofia;

· June 13-17, 2020 – Conference sessions, workshops, videoconferencing, show forum.

CONFERENCE GENERAL TOPICS

1. E-Governance State of Arts and Trends

The development of E-Governance from its earliest steps to innovative contemporary trends is presented. It is shown that it not only improves access to information, but also increases the efficiency and effectiveness of the management processes. We welcome discussions on “paperless” management through the implementation of ICT in creation, storage, editing, sharing, retrieving and information archiving. The expected papers in the field include but are not limited only to them: achieving integration and interoperability; modelling of management functions as planning, acounting decision making and regulation; presentation of ways and means for "open" use of data and "open" governance; examination of forms and methods of standardization in AMP; presenting of techniques and tools for security and protection of the information, etc.

2. E-Democracy and Management Processes

The modern achievements in the field of e-Technologies has significant impact on the Administrative Management processes (AMP) and contribute to raising the level of democratisation through transparency and active  participation of the citizens in the management decision making. Researches on various forms, techniques and organisation of e-Participation in AMP through the application of web based forums, videoconferencing, online voting, virtualization, cloud services and others are encouraged. Papers and discussions about ethics and freedom in digital communities, and exploring professional and social network as a tool for increasing democratization at all levels are welcomed.

3. E-Governance Education

The European strategy for smart, sustainable and inclusive digital growth lead to new challenges for e-Governance and education in this area. The researches on e-Governance generate knowledge that should become part of the learning process. The main goal here is to present different approaches, methods and tools for integrating scientific researches in the education in the field of e-Governance. Discussions on sharing of experiences and recommendations for further development of education in e-Governance are organized. Papers that disseminate the results of the application of modern methods of learning, distance education, e-Education, e-Assessment, virtual and augmented reality are expected.

4. Public and Business e-Governance

E-Governance in Public and Business Administration is tightly related to methods and tools for its modelling, unification, evaluation, certification and integration of the digitalization base. Therefore theoretical and practical research presenting solutions on how to improve the accountability, effectiveness and efficiency of the public administration management processes and business competitiveness at all levels and stages are encouraged. Further topics of interest include: the AI in favor of business and society, administrative infrastructure, model of collaboration in administrative processes, smart service technologies, risk assessment, as well as sharing of researches and “ggood practices” .that promote a sustainable climate and "green systems".. Finally taking into consideration the growing use of social media and its social and economic impact, papers reporting on the development and application of  “open” and “big” data for the improvement of AMP are welcome.

5. E-Communications

The development of E-Governance would not be possible without electronic communications. They are applied in many fields, such as e-Education, real-time audio-video streaming, broadband access development, video-conferencing, improving and evaluating the quality (QoS) of audio-visual information in e-Communications, security systems in e-Communications, organization of multimedia data in the World Network and others. Reports concerning the development of e-Communications, new achievements and forms of their application in AMP, e-Education and their contribution to the development of e-Governance, integrated smart systems are encouraged.

6. Showroom

There is a possibility to present different ICT, IT products and their application value. Also will demonstrate results of best practices in public and business administration. The young talents will be able to touch the IT business, to establish contacts and professional interaction with real business. The showroom will be fully broadcast live from the café terrace “Lazur” on TU-Sofia YouTube channel.

7.40years Teaching process automated managing system

The Automated Management System of the teaching process at TU-Sofia begins in 1980/1981 academic year. Its development goes through three stages: EU ECM, desktops, WEB based system.

8. Workshop

Starts a parallel workshop for higher management.
