Virtual Library


The virtual library is established within the framework of the Research & Education Centre for E-Governance at the TU – Sofia.

Its principal aim is to gather and disseminate analytical materials and good practices for innovative solutions in the field of management of administrative processes.

The focal point of the attention is on good governance of the state, municipal and business administration, including electronic solutions in the administrative practice and public-private partnership.

It is conceived that the library will assist the applied scientific research and the formation of contemporary knowledge and understanding of the modernized administration.

The library is intended to serve the needs of state, civil and business servants, as well as students, who are preparing for a career in the public domain.

It is enriched through a selection of materials exemplifying the European and world experience along with our innovative approaches.

3.All papers sent before the deadline and fulfilling the scientific field and typescript format requirements will be published after being positive reviewed by the international committee.
4.The full text of the editorial guidelines will be published in http://fman.tu-sofia.bg until 20 march 2012.
5.Each author can participate with a maximum of two papers, whether alone or as a co-author.
6.Presentation and discussion of a paper is 15 minutes. The necessary technical equipment is available.
7.Working languages: English, Russian and Bulgarian.
8.One copy of conference proceeding is provided for each presented paper.

February 25, 2012 - Submission of the application form;
March 20, 2012 – Acceptance by the organizing committee of the application form;
April 27, 2012 – Submission of the full text of the papers, in compliance with the requirements;
May 15, 2012 – Sending of the Conference program with accepted papers;
May 30, 2012 – Submission of the registration form;
June 17, 2012 – Registration of the participants in the Sozopol Holiday station of TU-Sofia;
June 17, 2012 – Plenary session, sectional sessions and scientific discussions;
June 18-19, 2012 - Sectional sessions, scientific discussions; seminars, video conferencing, show forum and final session.


TOPICS
1. Education in e-Governance
The sustainable economic and social development poses a wide range of challenges to their е-Management and respectively to the training in this area.
E-government affects the contemporary information society leading to multiple positive social and economic outcomes. The thematic orientation focuses on the benefits of using information and communication technologies and to achieve sustainable economic development and democratization of the society. The scientific researches in these areas generate knowledge that should be used directly in the learning process.
The main objective of this thematic area is to build a variety of different views, methods and tools integrating the research and teaching the dissemination of available knowledge and the formation of new knowledge of the same type. Discussions, debates and sharing experience that lead to guidelines and recommendations for further development of the learning of e-Governance are encouraged. It is expected proposals and experience for dissemination of research results through the educational process. Could be presented and ideas for discussion sessions and educational workshops for young scientists.
2. E-Governance in Business
E-governance is a factor in technological innovation and reinvention of the administrative management processes.
The effect of e-Governance is synergistic and it leads to lower administrative costs and more rapid and adequate response to requests from the business and the citizens. A big advantage of e-Business governance is the accuracy of the information generated in real time and transparent access to electronic services.
E-Governance is closely linked to and strongly influenced the business modeling, evaluation, certification and its integration with the innovations, which are expected sharing of theoretical research and practical results. It is encouraged the submission of works to improve the effectiveness and competitiveness of business at all levels, stages and phases. It is expected and proposals for expansion space, time and availability of business infrastructure and its services.
It is crucial to improving the quality of administrative services for business at all levels, stages and phases. It also includes expansion of the place, time and availability of business infrastructure and services.
3. E-Governance in Public Administration
The invasion of the information communication technologies (ICT) as well as in administrative management practices and in functioning the institutional environment is necessary to keep vital the administrative management systems in the conditions of globalization. On-line management has an important role for active participation of citizens in all processes of society.
By e-Governance can be achieved more effective management at all levels (central, regional and local), more convenient government services, greater public access to information and more accountability to citizens through the use of ICT. It is also a tool for citizens in the direction of higher activity and their role in the development of democratic processes.
It is expected in this thematic area to share researches and "best practices" that have an impact on social development and quality of public administration. Information and knowledge about "good governance" are also welcome.
4. Challenges of e-Democracy
It is expected results sharing of research involving the use of electronic technologies to contribute to the expansion of the e-Democracy through a greater degree of openness, transparency, predictability and citizen participation in the governance processes.
Working in professional networks in conjunction with e-Governance stimulates the presentation of separate development and expansion of contacts in thematic and practical aspects of national, regional and international levels. In this aspect the use of the most modern WEB conferencing technologies allows remote sharing of results, scientific achievements and good practices in e-Governance between scholars, students and practitioners who is prevented from attending the conference. This is ensured regardless of their geographical location in the form of remote papers and presentations that will be included in the conference proceedings. Such cooperation in the exchange of information and knowledge leads to greater efficiency and effectiveness of the administrative management More cooperation of research teams working in this area through sharing experience and training leads to sustainable results and is a means for actually achieving "good governance". We welcome also on-site or remote presentations of innovative practical results.
